Preceding the National Conference on Microfinance and Financial Inclusion, on 27 November 2019 from 9.30 a.m. to 2 p.m., the XVII Legal Forum will take place at the same venue in St. Petersburg.

The purpose of the Forum is to discuss the key issues involved in creating a legal framework for micofinance operators, pawnshops and credit cooperatives, including agricultural credit cooperatives, and to formulate the industry’s proposals to the legislator and the regulator on how to improve applicable laws, to harmonize the legal regulation of microfinance and to adopt the legal instruments needed to support better access to financial services for households and small businesses.

The Forum will traditionally discuss draft federal laws and regulations in order to develop a common understanding of the current trends in lawmaking and to formulate the industry's shared opinion on various legislative and regulatory initiatives.

In particular, the Forum will cover the upcoming new amendments to the Federal Laws on Credit Cooperation, on Microfinance Activities and Microfinance Organizations, on Pawnshops, on Consumer Credit (Loan), etc., as well as changes in the Bank of Russia regulations, and more.

The Forum participants are those who find it important to learn about the recent trends in the microfinance legislation and seek to contribute professionally to shaping it in a way favorable for the industry. Representatives of the Bank of Russia, federal executive authorities, as well as leading industry experts have been invited to attend the Forum.

The Forum agenda includes an opening plenary session focused on matters of interest to all participants, alongside the results of the previous year's work to develop the legal framework for microfinance. The plenary will be followed by breakout sessions for different types of providers, i.e. credit cooperatives, MFOs and pawnshops. The Forum's final plenary will summarize the discussions and adopt a Resolution, which is essentially an action plan for improving the legal framework for microfinance in the coming year.

The attendance fee of the XVII Legal Forum is included in the attendance fee of the XVIII National Conference on Microfinance and Financial Inclusion “Microfinance: Time for Adult Decisions.”
